SENATE, April 22, 2019 -- The committee on Environment, Natural Resources and Agriculture, to whom was referred the petition (accompanied by bill, Senate, No. 442) of Brendan P. Crighton and Lori A. Ehrlich for legislation to designate a certain park in the city of Lynn as the Frederick Douglass Park,- reports the accompanying bill (Senate, No. 2205).

Emergency Preamble

Whereas, The deferred operation of this act would tend to defeat its purpose, which is to designate forthwith a certain park in the city of Lynn as the Frederick Douglass Park, therefore it is hereby declared to be an emergency law, necessary for the immediate preservation of the public convenience.
