AN ACT ESTABLISHING A MUNICIPAL LIGHT COMMISSION IN THE CITY KNOWN AS THE TOWN OF GREENFIELD.

     Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same as follows:
     The city known as the town of Greenfield may establish a municipal light commission subject to sections 56A to 56E, inclusive, of chapter 164 of the General Laws. The commission shall consist of 5 citizens of the town who shall not hold other public office in the town. The mayor of the town shall appoint the members of the commission, with approval by the town council, who shall serve staggered 5-year terms. A vacancy in the office of a regular member of the commission shall be filled by the appointment of a new member to the office by the mayor, with approval by the town council. The commission shall elect a chair from among its members by a majority vote of the members at a meeting duly called for that purpose.
     The commission shall have and exercise the powers and be subject to the duties relative to the Greenfield community energy and technology company that are now conferred or imposed by law upon the mayor including, but not limited to, the power to appoint the manager of the Greenfield community energy and technology company. The manager shall be under the commission's direction and control.
