An Act Providing For An Automated Toll Collection Review..

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

The Executive Office of Transportation will work with the Massachusetts Turnpike Authority, or the appropriate state agency responsible for the management and operation of Massachusetts toll roads at the time of enactment, to conduct a study of the benefits and challenges of a fully-automated toll collection system to serve all Massachusetts toll roads.

The said review by the Executive Office of Transportation and Massachusetts Turnpike Authority, shall present fully-automated toll collection system alternatives, including open-road tolling; examine ways in which these alternatives impact operating costs, motorist wait-time and vehicle congestion and idling at Massachusetts toll road collection sites; provide recommendations for the implementation of a fully-automated toll collection system; and propose guidelines for enforcement.

The Executive Office of Transportation, working with the Massachusetts Turnpike Authority or the state agency responsible for the management and operation of toll roads at the time of enactment, shall present its findings and recommendations for a fully-automated toll collection system to the Joint Committee on Transportation within three months from the adoption of this legislation.
