Section 25 of chapter 90 of the General Laws, is hereby amended by adding the following paragraph:— Any person who, while operating or in charge of a motor vehicle, when being pursued by a police officer in an official police vehicle displaying lights and siren, who refuses or neglects to stop, shall be punished by a fine of not less than one thousand nor more than ten thousand dollars and imprisonment for not less than two and one-half nor more than five years, or both such fine and imprisonment.
