Resolve providing for an investigation and study by a special commission relative to the creation of jobs and employment opportunities in the Commonwealth.

 

Resolved, Whereas, Massachusetts is facing its worse economic crisis in decades

Whereas, there are currently thousands of jobs which are not filled due to the lack of a professionally trained workforce, especially in the medical and high technology fields, Whereas, Massachusetts is home to many institutions of higher education which under the right circumstances could train such a work force.

            There is hereby created a 15-member special commission to investigate and study the Commonwealth’s current employment situation and to investigate public and private policies in order to maximize and reach potential full employment. Said commission shall consist of the following membership:

-Four members of the executive branch as appointed by the governor or his designee, one of whom shall be from the Massachusetts Office of Business Development and one from the Department of Workforce Development.

-Three members appointed by the President of the State Senate, one of which will be a member of the said Senate.

-Three members appointed by the Speaker of the House of Representatives, one of which will be a member of said House.

-Three members appointed by the Massachusetts Workforce Board Association.  

-Two members appointed by the Massachusetts Board of Higher Education.

Appointees shall be made to the commission within 30 days of passage of this resolution.  In the event of failure to appoint said members, the commission will proceed after the 30 days with the duly appointed membership. 

            The special commission in the course of its investigation and study shall review and analyze the current economic status of the Commonwealth, taking into account under-utilized resources and employment opportunities. 

The special commission shall conduct public hearings appropriate to gathering information necessary for its report.

           Said commission shall report to the General Court the results of its investigation and study, and its recommendations together with drafts of legislation necessary to carry such recommendations into effect, by filing the same with the clerks of the Senate and House of Representatives within one year of the date the commission holds its first meeting.

Said special commission will be dissolved upon its issuance of its report to the General Court.
