An Act regarding the Personal Care Attendant Program..

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

The executive office of health and human services shall not make any changes to the standards, regulations and operating procedures for personal care services and for personal care attendants, whether this service is provided as part of the state plan for Medicaid services or through a waiver program, unless an agreement to any changes is reached between the office and the PCA Quality Homecare Workforce Council.
