An Act relative to the conduct of public hearings on capital improvements plans in the town of North Andover..

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

SECTION 1. Chapter 9 of the charter of the town of North Andover is hereby amended by striking out section 6-1 and inserting in place thereof the following section:- 

9-6-1  The Finance Committee shall conduct at least one public hearing on the proposed budget and Capital Improvements Plan and shall issue printed recommendations, if said recommendations are available, and detailed explanations on all financial articles, including the Operating Budget and the Capital Improvements Plan in an Annual Finance Committee report, which shall be made available to all residents of the Town at least 21 days prior to the Annual Town Meeting at Town Hall, Stevens Memorial Library, the Town of North Andover web site and by request by e-mail and U.S. mail.  Notice of availability shall be published in a newspaper of general circulation.  Copies of the Annual Finance Committee Report shall also be made available at the Annual Town Meeting.  In preparing its recommendations, the Committee may require the Town Manager, any town division, department, office, board, commission or committee to furnish it with appropriate financial reports and budgetary information.
