Resolved, that a special commission to consist of the senate and house chairmen of the committee on education who shall serve as co-chairs of the commission, the senate and house chairmen of the committee on ways and means or their designees, the commission of education or his designee, the state auditor of his designee and a representative of the Massachusetts Municipal Association to be appointed by the governor is hereby established for the purpose of making an investigation and study relative to the reimbursement of costs to cities by the state for mandatory busing. The investigation and study shall include but not be limited to examining the costs of busing due to mandates governing desegregation, transportation for homeless students and bilingual students.
Said commission shall report to the house of representatives the results of its investigation and study, and its recommendations if any, together with drafts of legislation necessary to carry its recommendations into effect by filing the same with clerk of the house of representatives on or before June 30, 2009.
