SECTION 1. Chapter 141 of the General Laws is hereby amended by inserting after section 141 the following section:-
Section 141A. This chapter shall not apply to persons engaged in any aspect of photovoltaic installations prior to the wiring of the direct current or alternating current sides of the inverter.
SECTION 2. Section 94 of chapter 143 of the General Laws, as appearing in the 2008 Official Edition, is hereby amended by adding the following subsection:-
(s) To issue licenses to individuals engaged as photovoltaic installers. Fees for such licenses shall be collected and retained by the commonwealth.
A photovoltaic license should be available to construction supervisor licensees, licensed electricians, and any other licensed professional that satisfies the experience and training required by the board of building regulations and standards for said license.
SECTION 3. On or before March 1, 2010, the board of building regulations and standards shall promulgate regulations setting forth the requirements for obtaining such License. One year after the promulgation of such regulations, no building permit for a photovoltaic installation may be given to any person who does not have a photovoltaic license. In promulgating its regulations for obtaining a photovoltaic license, the board of building regulations and standards shall take into account the experience and knowledge of the applicant in installing photovoltaic systems and provide appropriate credit for such experience and expertise.
