SECTION 1. Notwithstanding section 16 of chapter 30B, section 3 of chapter 40 of the General Laws, or any other general or special law, rule or regulation to the contrary, the city of Methuen, acting by and through its mayor, subject to the approval of the city council, may lease land with a building to be constructed by the lessor, for a term not exceeding 99 years, to the Head Start Program of the Greater Lawrence Community Action Council. The Head Start Program shall demolish the existing building known as the “DAV Building” located on a portion of the 15.7 acre parcel of parkland located in the city of Methuen at 24 Gill avenue, identified as parcel 614-150-2 on the city assessors map and construct a new building with parking lot, playground and walking path on 39,126 square feet of parkland at that location and enter into a lease for same with the city of Methuen on such terms as the mayor may determine.
SECTION 2. This act shall take effect upon its passage.
