The Massachusetts Department of Transportation shall to conduct a study of the benefits and challenges of a fully-automated toll collection system to serve Massachusetts toll roads.
The said review by the department shall present fully-automated toll collection system alternatives, including open-road tolling; examine ways in which these alternatives impact operating costs, motorist wait-time and vehicle congestion and idling at Massachusetts toll road collection sites; provide recommendations for the implementation of a fully-automated toll collection system; and propose guidelines for enforcement.
The department shall present its findings and recommendations for a fully-automated toll collection system to the Joint Committee on Transportation within three months from the adoption of this legislation.
