An Act AUTHORIZING THE BRISTOL COUNTY COMMISSIONERS TO BORROW MONEY FOR THE REPAIR OF SEWER EXTENSION FACILITIES AT THE BRISTOL COUNTY AGRICULTURAL HIGH SCHOOL..
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
SECTION 1. The county commissioners of Bristol County may raise and expend the sum of $1,100,000 for the repair, renovation, construction, equipping and furnishing of sewer extension facilities for the Bristol County Agricultural High School in the town of Dighton.
SECTION 2. For the purpose authorized by section 1, the treasurer of Bristol County, with the approval of the county commissioners, may borrow the sum of $1,100,000 and may issue bonds or notes under chapter 29C and chapter 35 of the General Laws. Such bonds or notes shall be general obligations of the county unless the county treasurer, with the approval of the county commissioners, determines that they shall be issued as limited obligations and secured by local system revenues under section 1 of said chapter 29C. The county treasurer, with the approval of the county commissioners, may borrow all or a portion of the amount from the water pollution abatement trust established under chapter 29C and, in connection therewith, may enter into a loan and security agreement with the trust, and otherwise contract with the trust and the department of environmental protection relative to the loan and any federal or state aid available for the project or its financing. The county commissioners may enter into a project regulatory agreement with the department of environmental protection to expend all funds available for the project and take any other action necessary to carry out the project.
