SECTION 1. Notwithstanding any general or special law to the contrary, the secretary of the executive office of energy and environmental affairs, in cooperation with other state and federal agencies, shall prepare a map of present and formerly submerged lands and tidal flats, including filled lands, lying below the mean high water mark. The department of environmental protection and other applicable state agencies shall provide information to the secretary in the preparation of the map. The map shall depict, where feasible, the boundaries of properties lying within and abutting present and formerly submerged lands and tidal flats, including filled lands, lying below the mean high water mark. The secretary shall file a report with the clerks of the senate and house of representatives who shall forward the same to the joint committee on environment, natural resources and agriculture on or before December 31, 2011.
