Resolved, (a) There shall be a special commission to study the Department of Conservation and Recreation. The commission shall specifically review and compile a cost analysis of programs funded and operated by the Department of Conservation and Recreation.
(b) The commission shall consist of nine members. Three members shall be appointed by the governor, three members shall be appointed by the Senate President and three members shall be appointed by the Speaker of the House of Representatives.
(c) The commission shall hold at least 3 statewide public hearings and shall report its findings and proposed legislation, if any, to the clerk of the Senate and the House of Representatives within 240 days of the effective date of this act.
