Section 22 of chapter 138 of the General Laws, as appearing in the 2000 Official Edition, is hereby amended by adding the following paragraph:—
Notwithstanding any other provision of this section, for the purpose of serving the public need in such a manner as to protect the common good and of fostering compliance with this chapter, each parcel transported or delivered under this section shall be clearly labeled as containing alcoholic beverages and requiring the signature of, and delivery to, a person legally authorized to consume alcoholic beverages in the commonwealth. No person shall release for transportation or delivery any parcel that does not bear such labels. No person shall accept for transportation or delivery any parcel that does not bear such labels. No person shall deliver any parcel under this paragraph unless at the time of delivery he obtains proof of the person's identity and age to whom delivery is made and the person making the delivery reasonably relies on one of the pieces of identification identified in section 34B of this chapter as proof of the person's identity and age.”
