SECTION 1. Notwithstanding any special or general law to the contrary the probate and family court, in consultation with the department of children and families and the department of revenue, shall promulgate regulations for the verification of income of non-custodial parents used to determine child support payments. Said regulations shall require that all non-custodial parents present at least two forms of documentation that can be used to verify the individual’s income. Said regulations shall also require third party verification of the non-custodial parent’s income, and if said verification determines that false information was provided, that it be considered when determining child support payments and visitation rights of the individual supplying false information.
