SECTION 1. “Chapter 271 of the general laws, as appearing in the 2006 official edition, is hereby amended by inserting at the end thereof the following new section: -
“Section 51. Illegally Lobbying State Government.
“Any person found to have lobbied state government, in either the executive or the legislative branches, or any subdivision thereof, in violation of the provisions of chapter 3 shall be found guilty of a misdemeanor punishable by not more than 2 ½ years in a jail and a fine of not more than $10,000 or both for each instance thereof.
