An Act requiring motor vehicle owners to join Fast Lane..

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

SECTION 1. Section 2 of chapter 90 of the General Laws, as appearing in the 2006 Official Edition, is hereby amended by adding at the end of the first paragraph the following:-

The application shall also contain proof of participation in the Massachusetts Turnpike Authority Fast Lane program or a similarly acceptable electronic transponder program, as approved by the registrar.

SECTION 2. The registrar of motor vehicles shall adopt regulations to implement this section.

SECTION 3. The Fast Lane program shall make available to its users online account management tools, including, but not limited to, a payment program and a detailed statement review with daily updates.

SECTION 4.  The registrar of motor vehicles shall engage a study to determine the cost and availability of the technology needed to embed transponders in all registration stickers.
