An Act relative to the City of Brockton's contribution to the health insurance premium of its retirees and employees’ and to the schedules of benefits for health insurance plans offered by the city..
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
SECTION 1. Voted to petition the General Court to the end that legislation be adopted precisely as follows: The General Court may make clerical or editorial changes of form only to the bill unless the Mayor approves amendments to the bill before enactment by the General Court. The Mayor is hereby authorized to approve amendments which shall be within the scope of the general public objectives of this petition.
SECTION 2. Notwithstanding the provisions of any general or special law to the contrary, the percent contribution of the City of Brockton to the health insurance premiums of its employees shall not exceed 60 percent.
SECTION 3. Notwithstanding the provisions of any general or special law to the contrary, the City of Brockton, by the order of the City Council with the approval of the Mayor, may confirm as closely as is practicable the Schedules of Benefits in the various health insurance plans offered by the City to those Schedule of Benefits provided in the Health insurance plans of the Commonwealth of Massachusetts offered through its Group Insurance Commission.
SECTION 4. Notwithstanding the provisions herein, the City of Brockton may, but is not required to, negotiate pursuant to the provisions of M.G.L., Ch. 150E a percent contribution to the health insurance premiums of its employees that is greater than sixty (60) percent.
SECTION 5. This act shall be effective upon its passage.
SECTION 6. Any reduction in the percent contribution of the City of Brockton to the health insurance premiums of its employees provided pursuant to this act shall, as of June 30, 2012 the percent contribution of the City of Brockton to the health insurance premiums of its employees shall be the percent contribution in effect on the date of passage of this act.
