An Act creating a commission to study the effectiveness of a drug dealer registry in the Commonwealth ..

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

SECTION 1.  Notwithstanding any general or special law to contrary, a commission shall be established to study the effectiveness of a statewide registry of known drug dealers.  The goal of the commission shall be to review current policies and methods of tracking convicted drug dealers, the role of drug dealers in other crimes, and to examine the potential impacts to public safety of a statewide registry.  The commission shall make a full report to the legislature with recommendations for legislation to create a registry of drug dealers or improve the tracking of known drug dealers.  The commission shall consist of The Secretary of Public Safety and Security or his designee, the Commissioner of the Department of Public Safety or his designee, the Superintendent of the State Police or his designee, three members of the House of Representatives that are chosen by the Speaker, one of which a member of the minority party, three members of the Senate, chosen by the Senate President, one of which is a member of the minority party and one member chose by the Governor.  Said commission shall submit said report back the Legislature with findings and recommendations for legislation on or before December 31, 2010.
