An Act relative to education collaboratives.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

Section 1.  G.L. c. 40, §4E shall be amended by deleting the first sentence of the second paragraph and replacing with the following:

The education collaborative shall have a board of directors which shall have the power to select and to terminate the executive director of the collaborative, to review and approve budgets for the collaborative and to establish policies for the collaborative which are consistent with the requirements of law.              The board of directors shall be comprised of one person appointed by each member school district. 

Section 2.  G.L. c. 40,§4E shall be further amended by deleting the eighth paragraph and inserting in its place the following:

The board of directors of the education collaborative shall employ an executive director and fix his compensation.  The executive director shall manage the education collaborative in a fashion consistent with state law and the policy determinations of the board of directors.  The executive director, consistent with the collaborative's policies and budgetary restrictions, shall be responsible for hiring, supervising, evaluating, overseeing and terminating all personnel employed by the education collaborative. 

Section 3.  G.L. c. 40,§4E shall be further amended by deleting the first sentence of the ninth paragraph and inserting in its place the following:

The education collaborative shall be deemed to be a public employer, the representative of which is the board of directors.
