Donoghue (with the approval of the mayor and city council) that the city of Lowell be exempt from certain collective bargaining procedures in the purchase of group insurance policies for employees and retired employees of said city.  Public Service.  [Local Approval Received.]

In the Year Two Thousand Eleven

An Act relative to the Insurance policies for employees of the city of Lowell.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

SECTION 1.  Notwithstanding chapters 32B and 150E of the General Laws, or any other general or special law or rule or regulation to the contrary, the city of  Lowell may negotiate and purchase group insurance policies for employees, retirees and their dependents without being subject to collective bargaining as defined in said chapter 150E.

SECTION 2.  The city of Lowell may alter current and future plan design features and such action shall not be subject to collective bargaining as defined in chapter 150E of the General Laws.

SECTION 3  The city of Lowell may participate in or join the Group Insurance Commission (“GIC”) pursuant to chapter 32A  and such action shall not be subject to collective bargaining as defined in chapter 150E of the General Laws.

SECTION 4.  The provisions of this act shall not affect obligations under any collective bargaining  agreements while such agreements are in effect.

SECTION 5.  This act shall take effect upon  its passage.
