SECTION 1. Chapter 117A of the General Laws is hereby amended by adding the following section:

Section 11.  The department of transitional assistance shall administer a program of financial assistance for senior citizens and handicapped persons who reside in the Commonwealth and have a small business where an automobile is essential and who have had the business for at least six years as documented by the Commonwealth of Massachusetts Department of Revenue.   Such assistance shall be conducted by the issuance of stamps that may be used for the purchase of motor fuel.  These stamps are to supplement the social security (or comparable benefits) so that the business will be self sustaining.
