An Act establishing a school counseling leadership pilot project to accelerate college and career readiness in Massachusetts public schools.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
This legislation will create a two-year Pilot Project for ten school districts to accelerate college and career readiness through implementation of the MA Comprehensive School Counseling Program Model. Strategies will be researched to more fully utilize the new college and career web portal at the school district level. The study will also examine how school counselor work time can be redistributed to meaningfully integrate college and career planning throughout the district and community. Rigorous evaluation will be included with the goal of producing evidence-based standards for comprehensive school counseling programs that are highly effective in promoting college and career readiness in Massachusetts districts struggling to close the achievement gap. Results will provide a set of evidence-supported strategies that can be implemented across the Commonwealth. The project will be managed by the Department of Elementary and Secondary Education (DESE) with input from a broad array of stakeholders in college and career readiness. The two-year cost will be $700,000 and implementation of the Pilot Project is dependent upon legislative appropriation.
