Section 1. Notwithstanding any general or special law to the contrary, the provisions of sections 52, 54, 55 and 56 of chapter 7 of the General Laws shall not apply to any privatization contract, as defined by section 53 of chapter 7, for state services.
Section 2. Notwithstanding any general or special law to the contrary, the provisions of sections 27, 27A, 27B, 27C, 27D, 27F, 27G, 27H of chapter 7 of the General Laws shall not apply to any wage for employment, as defined by section 1 of chapter 149.
Section 3. Notwithstanding any general or special law to the contrary, no authority, as defined by section 39 of chapter 3, shall require a project labor agreement of any proposed construction contract advertised by the authority.
Section 4. Sections 1, 2, and 3 shall expire at which time as the unemployment rate of the Commonwealth, as reported by the executive office of labor and workforce development, falls below five percent for two consecutive calendar quarters.
