An Act relative to the sale or lease of turnpike service plazas.

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

SECTION 1.  Section 64 of Chapter 6C, as most recently amended by section 8 of chapter 25 of the acts of 2009, is hereby amended by inserting at the end thereof the following subsection: -

(d)  The department shall make it known through an annual press release that the department is open to request for proposals for privatization of the service plazas along the Massachusetts Turnpike.  Any proposal that would result in greater revenue for the commonwealth than the amount earned in the operation of those service plazas in any of the past ten years shall be reviewed by the department.

If any such proposal that would result in cost savings to the commonwealth is not accepted, the department shall provide a written review of the proposal, including the reasoning in denying the proposal, to the governor.
