Section 1: Chapter 54 of the Massachusetts general laws is hereby amended by adding the following new subsection, Section 45A;
Section 45A.Any registered voter of the commonwealth who is not enrolled in a recognized political party will have the right and opportunity to receive a unified ballot at all state primary elections in which all candidates for party nomination are to be selected. This ballot shall contain all the candidates for each office and their political affiliation listed in a group by each office sought, in which the unenrolled voter may select from the various candidates regardless of their political party affiliation. The registered voter may only vote for one candidate per office. The secretary of the commonwealth shall establish the rules and regulations in regards to this right.
