Notwithstanding the provisions of any general or special law to the contrary, the executive office of administration and finance shall conduct a comprehensive statistical study of workers’ compensation and disability claims over the past twenty years for all public state and municipal employees by function and NCCI code within the Commonwealth to examine the frequency, severity, and duration of such claims. Said study shall also categorize such data by employees’ job titles as delineated by the four group classifications described in Chapter 32, Section 3 of the MGL.
The executive office of administration and finance shall report to the general court the results of its study and its recommendations to prevent and mitigate such claims, reduce lost time, lower indemnity and medical costs associated with such claims, and promote, improve, and enhance the safety and security of all public employees by filing the same with the clerk of the senate, the joint committee on public service and the senate and house committees on ways and means no later than nine months after the law’s passage and every five years thereafter.
