Section 1. Said chapter 32B of the General Laws is hereby amended by adding the following new section:-
Notwithstanding any general or special law, rule or regulation of the commonwealth to the contrary, no individual who is serving as an elected official, employee or volunteer of a political subdivision of the commonwealth shall be entitled to the coverage of health care benefit upon leaving such service, unless said individual shall have contributed 20 years of creditable service to a retirement system on or after the effective date of this section and attained the age of 62.
No elected official, employee or volunteer of a political subdivision of the commonwealth shall be entitled to the coverage of a health care benefit while in such service unless they shall be employed by said political subdivision in a full time capacity, said full time capacity to be determined by the executive authority of the political subdivision thereof.
