An Act allowing pilot payments to municipalities.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

The Secretary of Human Services and the Massachusetts Municipal Association shall work together to develop a funding mechanism for the reimbursement of lost taxes and municipal services to local municipalities by non profit enities

The legislation would require any state contract that involves sites in a municipality would include the ability of funding for a payment in lieu of taxes.  State contracts for services allow for funding of real estate taxes or payments in lieu of taxes (PILOTS).
