Notwithstanding any general or special law to the contrary, the secretary of the executive office of health and human services shall investigate opportunities for the state office for pharmacy services to expand its scope, including, but not limited to, the following: (1) providing comprehensive clinical pharmacy services to additional state agencies and facilities and non-state entities; (2) establishing contractual mail-order pharmacy services; (3) developing a regionally coordinated or centralized system of pharmacy services, including bulk or pool purchasing; and (4) providing consulting activities and services to other states and non-state entities for the purpose of securing deeper discounts and negotiating supplemental rebates.
The secretary shall submit to the secretary of administration and finance and the senate and house committees on ways and means a report detailing the costs, including both capital investments and ongoing operational expenses, and the potential financial benefit to the commonwealth associated with expanding the office for pharmacy services, not later than December 31, 2011.
