In the Year Two Thousand Eleven

Resolve providing for an investigation and study by a special commission relative to the wellbeing of public assistance recipients.
Resolved, That a special commission to consist of 11 members, 3 of whom shall be members of the senate; 1 of who shall be a member of the minority party; 3 of whom shall be members of the house of representatives; 1 of who shall be a member of the minority party; and 5 persons to be appointed by the governor, 1 of whom shall be the secretary of the executive office of housing and economic development or his designee, 1 of whom shall be a representative from health services industry, 1 of whom shall be a representative of law enforcement, is hereby established to make an investigation and study relative to the wellbeing of public assistance recipients including the implementation and costs of mandatory random drug and alcohol testing throughout the duration of their benefits period; and establishing random drug and alcohol testing as a condition to be eligible to receive any and all such benefits. Such commission shall also study the implementation of a cost control savings program.
Said commission shall report to the general court the results of its investigation and study together with its recommendations and drafts of legislation, if any, necessary to carry said recommendations into effect, by filing the same with the clerk of the house of representatives on or before the last Wednesday of December, 2012.
