SECTION 1. Notwithstanding chapters 32B or 150E of the General Laws, or any other general or special law, or rule, or regulation to the contrary, the town of North Attleborough may offer its employees, retirees and the dependents of the employees and retirees, as part of their health plans, co-payments, deductibles and tiered provider network co-payments or other plan design features, that are not greater in dollar amount than the co-payments, deductibles and tiered provider network co-payments or other plan design features of the plan with the greatest number of subscribers offered by the Group Insurance Commission in the same class of health plans under chapter 32A of the General Laws. Health plans offered under this act shall not be subject to collective bargaining under chapter 150E of the General Laws.
If the Group Insurance Commission increases or decreases the maximum dollar amounts for co-payments, deductibles and tiered provider network co-payments or other plan design features for the plan against which the town has measured its co-payments, deductibles and tiered provider network co-payments or other plan design features, in order to maintain parity, the town of North Attleborough shall similarly increase or decrease, as soon as possible, the dollar amounts for the co-payments, deductibles and tiered provider network co-payments or other plan design features offered to the town’s employees, retirees and the dependents of the employees and retirees, without being subject to collective bargaining as defined in said chapter 150E.
