An Act establishing a special commission to study the police career incentive pay program.
Whereas, The deferred operation of this act would tend to defeat its purpose, which is to establish a special commission on the police career incentive pay program, therefore it is hereby declared to be an emergency law, necessary for the immediate preservation of the public convenience.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
There shall be established a commission to investigate and report on current funding levels and municipal contractual obligations established by section 108L of chapter 41 of General Laws, known as the police career incentive pay program. The commission shall be composed of 7 members, 1 appointed by the speaker of the house of representatives, 1 appointed by the senate president, 1 appointed by the minority leader of the house of representatives, 1 appointed by the minority leader of the senate, the secretary of the executive office public safety and security, a representative from the Massachusetts chiefs of police association and a representative from the Massachusetts municipal association. The commission shall file a report with its findings and any legislative recommendations with the house and senate clerks on or before April 30, 2012.
