Rogers for legislation to require the installation of carbon monoxide and natural gas detectors in all buildings and requiring a certain license to shut off or exchange gas meters.  Telecommunications, Utilities and Energy.

An act requiring a certain license to shut off or exchange gas meters.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

SECTION 1. Chapter 21 N of the General Laws is hereby amended by inserting after section 2 the following section:-

Section 2A. Every dwelling, building or structure, including those owned or operated by the commonwealth shall be equipped by the owner with working, approved combination carbon monoxide and natural gas detectors. Such detectors shall be approved by the department and shall bear labels explaining the symptoms and health effects of natural gas poisoning.

Any installation costs performed by trained fire department personnel pursuant to this shall be assessed to the gas company.

SECTION 2. Said chapter 21N is hereby after they amended by inserting of this section 3 the following section:-

Section 3A. Every gas meter and natural gas appliance shall have a 3 inch by 3 inch fluorescent orange metal tag with black letters permanently affixed to inlet side explaining the dangers of natural gas. All installation and instruction manual shall contain a reproduction thereof.

Any personnel responsible for turning on, shutting off, exchanging gas meters or working on appliances related thereto, shall possess at least a Massachusetts journey man’s gas fitter license. Any personnel overseeing the performance of such labor shall possess a Massachusetts master gas fitter’s license.

Any installation costs performed by trained fire department personnel pursuant to this shall be assessed to the gas company.
