By Representatives Kaufman of Lexington and Reinstein of Revere, a petition (subject to Joint Rule 12) of Jay R. Kaufman, Kathi-Anne Reinstein and others for legislation to authorize the Registrar of Motor Vehicles to issue reflective decals indicating that the driver of a vehicle may be the holder of a junior operator’s license.  Transportation.

An Act relative to student driver safety.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

SECTION 1. Section 8 of chapter 90 of the General Laws, as appearing in the 2010 Official Edition, is hereby amended by adding the following paragraph:-

The registrar shall provide the holder of a junior operator’s license with two removable, transferable, highly visible, reflective decals indicating that the driver of the vehicle may be the holder of a junior operator’s license. The decals shall be designed by the registrar. The registrar may charge a fee for the decals not to exceed the actual cost of producing and distributing the decals. The decals shall be displayed in a manner prescribed by the registrar, and shall be clearly visible to law enforcement officers. The holder of a junior operator’s license shall not operate a vehicle unless the decals are so displayed. Any individual found operating a motor vehicle in violation of this paragraph shall be punished by a fine of not more than $50. The registrar is hereby authorized to promulgate regulations to assure the timely and effective implementation of this paragraph.
