An Act amending the charter of the town of Westborough..

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

SECTION 1.  Article 2 of the charter of the town of Westborough , which is on file in the office of the archivist of the commonwealth, as provided in section 12 of chapter 43B of the General Laws, is hereby amended by striking out section 2-4 and inserting in place thereof the following section:-

Section 2-4 Availability of Town Officials at Town Meeting

Every town officer and head of each department shall attend all sessions of the town meeting for the purpose of providing the town meeting with information pertinent to matters appearing in the warrant.

In the event any town officer or department head is to be absent due to illness or other reasonable cause, he shall designate a deputy to attend in his place.

SECTION 2. Clause (1) of paragraph (b) of section 4-2 of article 4 of said charter is hereby amended by striking out the words  “section 5-2” and inserting in place thereof the following words:- section 5-1(b) .

SECTION 3. Clause (14) of said paragraph (b) of said section 4-2 is hereby amended by striking out the following words:- ,purchase and service .

SECTION 4. Paragraph (b) of section 5-2 of article 5 of said charter is hereby amended in appointment of key personnel by inserting, after the words “Public Works”, the following word:- Manager .

SECTION 5. Paragraph (e) of said section 5-2 is hereby amended by striking out the following words:  ;and 4. Disability Affairs Committee .

SECTION 6.  The second sentence of the second paragraph of section 6-4 of article 6 of said charter is hereby amended by striking out the word “income” and inserting in place thereof the following word:  revenues .

SECTION 7.  The third sentence of said second paragraph of said section 6-4 of said article 6 is hereby amended by striking out the word “income” and inserting in place thereof the following word:-  revenues .

SECTION 8.  The first paragraph of section 6-6 of said article 6 of said charter is hereby amended by striking out the words “one hundred twenty (120) days before the start of each fiscal year” and inserting in place thereof the following words:- sixty (60) days before the start of the annual town meeting.

SECTION 9.  This act shall take effect upon its passage.
