In the Year Two Thousand Eleven

An Act forbidding GIC from making mid-year plan design changes.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
The Group Insurance Commission shall have no authority to unilaterally make any form of health insurance plan design changes, including but not limited to co-payments, contribution rates, or deductibles that would affect individuals covered by health insurance provided by or through the GIC without a validly enacted Special Act or General Law of the Commonwealth.
