SECTION 1. There shall be a commission established to study the fiscal impact for municipalities to develop, implement and purchase equipment for a system to electronically gather, record and report information concerning motor vehicle accidents, violations and traffic stops and to electronically issue motor vehicle citations.
SECTION 2. The following individuals shall be appointed to the commission:- 2 members of the State Senate to be chosen by the Senate President, 1 member of the Senate to be chosen by the Minority Leader, 2 members of the House of Representatives to be chosen by the House Speaker, 1 member of the House of Representatives to be chosen by the Minority Leader, the Secretary of Public Safety & Security or their designee, 1 member chosen by the Massachusetts Chiefs of Police Association, and 1 member chosen by the Massachusetts Police Association. The Secretary of Public Safety & Security shall serve as temporary chair of the commission and shall convene the commission within 90 days of passage of this act. At the first meeting of said commission a permanent chair shall be elected from among its members. The commission shall issue a report on its findings no later than Jan 1, 2012 to the Joint Committee on Public Safety, the House Committee on Ways & Means and the Senate Committee on Ways & Means.
