SECTION 1. Chapter 3 of the General Laws is hereby amended by inserting after section 69 the following section:-
Section 70. No member of the general court shall, by any form of communication including but not limited to phone calls, letters or electronic communication, recommend, directly or indirectly, the employment or appointment of any person by any department of the judicial or executive branch or any state agency or authority unless: (a) the member of the general court has directly supervised said person in a professional environment for at least one month; or (b) the member of the general court has had an ongoing direct professional relationship with said person for a period of time no shorter than one year. Any member in violation of this section shall be subject to a civil penalty of not more than $100 per violation. The payment of such fine may not be made by a political committee organized on behalf of a member of the general court.
