An Act controlling fixed costs of state government.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
SECTION 1. Notwithstanding any general or special law to the contrary, the human resources division shall institute a hiring freeze on all executive branch appointments. State agencies may petition the human resource division for approval to rehire not more than ten percent of positions that become open through attrition during the hiring freeze. The hiring freeze shall remain in effect until the size of the executive branch workforce returns to 2004 levels.
SECTION 2. This act will take effect on July 1, 2011.
