SECTION 1. Section 129C of chapter 149 of the General Laws, as appearing in the 2008 Official Edition, is hereby amended by inserting, after the first paragraph, the following paragraph:-
Whoever being engaged in the business of transmitting electricity shall draft and maintain a written plan detailing steps for restoring electrical service in the event of a loss of service due to some event, whether natural or man-made. Each plan shall detail communications procedures for first responders who are or will potentially be faced with down power lines, displaced electrical devices or equipment, and similar emergent conditions that may compromise public safety. Each such plan shall be approved in advance of implementation by the highest ranking fire protection personnel and applicable body in each municipality or subdivision in which electrical service is provided. Both the entity subject to the plan and the municipality or subdivision shall keep a copy of the written plan on file. Failure to maintain a plan shall be punished by a fine of not more than five-hundred dollars.
SECTION 2. Section 129C of of chapter 149, as so appearing, is hereby amended by inserting, after the words "Each violation", in line 20, the words:- "of any part".
