An Act relative to expansion of the Bottle Bill.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
SECTION 1. A commission shall be created to determine the fiscal and environmental benefits to Massachusetts as a result of an expansion to the so called "Bottle Bill" referenced in Section 321 of Chapter 94. Said commission shall consist of seven members including the Secretary of Energy and Environmental Affairs or their designee, two members chosen by the Senate President, one member chosen by the Senate Minority Leader, two members chosen by the Speaker of the House, one member chosen by the House Minority Leader, one who is a member of the Massachusetts Beverage Association and one who is a member of the MASSPIRG. The Secretary of Energy & Environmental Affairs or their designee shall serve as chairman for the expressed purpose of convening said commission to elect a permanent chair from among the commission members.
SECTION 2. Said commission shall complete its work and submit its findings no later than February 1, 2012. Said findings will be submitted to the House and Senate committees on Ways and Means, the Joint Committee on Telecommunication, Utilities & Energy and the Joint Committee on Environment, Natural Resources & Energy.
