SECTION 1. The Executive Office of Housing and Economic Development shall conduct a study to examine the cost reliability and economic impact of electricity. The study will include, but not be limited to: an analysis of the economic and reliability implications of implementation of administrative, regulatory and legislative rulemaking as it pertains to electricity; the implications, economic and otherwise of reaching any goals developed and promulgated by the executive branch relating to zero net energy growth, greenhouse gas reductions or scheduled increases in renewable power, demand resources and energy efficiency. Said study shall be completed with stakeholder input, including representatives from various sectors of the Massachusetts economy. Said study shall be completed by December 31, 2011 and shall be submitted to the Joint Committee on Telecommunications, Utilities & Energy.
