An Act enhancing the Global Warming Solutions Act.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
SECTION 1. All regulations proposed pursuant to Chapter 298 of the Acts of 2008 by any executive agency shall first be submitted to the Clerk of the Massachusetts House of Representatives for review by the Joint Legislative Committee on State Administration and Regulatory Oversight and the Joint Committee on Telecommunications, Utilities and Energy. Said proposal shall also include a cost/benefit analysis of said regulations, taking into account economic impact on the residents and businesses of the Commonwealth, including low-income residents. Within 30 days of such referral, one or both Committees may conduct a hearing and shall issue a report to the issuing agency which may contain comments and recommendations.
