Emergency Preamble

Whereas, The deferred operation of this act would tend to defeat its purpose, which is to serve a paramount public interest at a time of high unemployment by facilitating the creation of new jobs and economic development by a private business that has a time-sensitive need to expand its operations either in The Commonwealth or at another location in the United States, therefore, it is hereby declared to be an emergency law, necessary for the immediate preservation of the public convenience.
