An Act authorizing the town of Webster to convert an existing license for the sale of wine and malt beverages to a license for the sale of all alcoholic beverages to be drunk on the premises.

Whereas, The deferred operation of this act would tend to defeat its purpose, which is to convert an existing license in the town of Webster, therefore, it is hereby declared to be an emergency law, necessary for the immediate preservation of the public convenience.

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

SECTION 1.  Notwithstanding section 17 of chapter 138 of the General Laws or any other general or special law to the contrary, the licensing authority of the town of Webster may convert an existing license issued under section 12 of said chapter 138 for the sale of wine and malt beverages to be drunk on the premises issued to Eastern Pearl, LLC dba Eastern Pearl, at 290 main street in said Webster to a license for the sale of all alcoholic beverages to be drunk on the premises.  The license shall be subject to all of said chapter 138, except said section 17.  The licensing authority shall not approve the transfer of the license to any other person, organization, corporation or location.
