In the Year Two Thousand Eleven

An Act to ensure school-based management.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
SECTION 1. Notwithstanding any general or special law to the contrary, the department of elementary and secondary education shall develop a plan within 180 days of the passage of this act to ensure that schools and school district s in Massachusetts will be school-based managed to ensure that school-based managed entities are provided with budgeting authority over a majority of net school spending and the hiring and firing of personnel in accordance with section 1B of chapter 69 of the acts of 1993. Said department shall report its progress in implementing the provisions of this section annually for not less than five years following the passage of this act to the joint committee on education.
