Resolved, Resolved, That a special commission is hereby established for the purposes of making an investigation and study relative to the feasibility, cost, and effects of adopting the federal parole structure and credit toward early release program, as codified in the Sentencing Reform Act of 1984, P.L. No. 98-473, 98 Stat. 1987. The commission shall consist of: 9 members, one of whom shall be the secretary of the executive office of public safety and security, who shall act as commissioner, 2 members to be chosen by the governor, which members shall first be nominated by the Massachusetts Chiefs of Police Association and the Massachusetts District Attorney Association, 2 members to be chosen by the president of the senate, 2 members to be chosen by the speaker of the house, 1 member to be chosen by the minority leader of the senate, and 1 member to be chosen by the minority leader of the house.
All appointments shall be made not later than 30 days after the effective date of this resolve. The chairperson shall meet with the commission not later than 60 days after the effective date of this resolve.
Members shall not receive compensation for their services but may receive reimbursement for the reasonable expenses incurred in carrying out their responsibilities as members of the commission.
Not later than June 1, 2012, the commission shall report to the general court the result of its investigation and study and its recommendations, if any, together with drafts of legislation necessary to carry its recommendations into effect by filing the same with the clerk of the house of representatives who shall forward the same to the joint committee on the judiciary.
