An Act relative to a form of governance for the Boston Housing Authority.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

SECTION 1. Notwithstanding any general or special law to the contrary, Section 2 of chapter 88 of the acts of 1989 is hereby amended in the third sentence by striking out the words “not less than twenty.”

SECTION 2. Notwithstanding any general or special law to the contrary, Section 2 of chapter 88 of the acts of 1989 is hereby amended by inserting before the fourth sentence the following sentence:-

“One of the remaining members shall be a tenant with rental assistance administered by the Boston Housing Authority who has had experience serving in a resident advisory capacity with the Boston Housing Authority, appointed from a list of names submitted to the mayor through a process agreed upon by rental assistance tenants who have served in a resident advisory capacity.”

SECTION 3. Notwithstanding any general or special law to the contrary, Section 2 of chapter 88 of the acts of 1989 is hereby amended in the fourth sentence by inserting after the words “public housing tenants,” the following words:-

“or the rental assistance tenant”

SECTION 4. Notwithstanding any general or special law to the contrary, section 2 of chapter 88 of the acts of 1989 is hereby amended by striking out the seventh sentence and inserting in place thereof the following sentences:-

“All members shall serve terms of two years, but beginning in the year 2012, such terms need not be co-terminous with the term of the Boston city council, and members may continue to serve until their replacements are appointed by the mayor and, where applicable, confirmed by the Boston city council. The mayor and the Boston city council may modify this provision by ordinance to provide for longer terms or for scattered terms so as to insure the continuing operation of the monitoring committee.”

SECTION 5. Notwithstanding any general or special law to the contrary, the second paragraph of Section 2 of chapter 88 of the acts of 1989 is hereby amended in the second sentence by inserting after the words “public housing” the following words:-

“or rental assistance”

SECTION 6. Notwithstanding any general or special law to the contrary, the second paragraph of Section 2 of chapter 88 of the acts of 1989 is hereby amended in the second sentence by striking out the words “not less than four.”

SECTION 7. This act shall take effect upon its passage.
